Dr. Ahmad is a highly accomplished professional with over 24 years of experience, including 15 years in senior executive roles as Vice President and General Manager in both the private and public sectors. He is dedicated to enhancing organizational effectiveness and human capital development through strong leadership and teamwork.

His core expertise includes strategic planning, investments, human resources management, and organizational restructuring. Dr. Shoqran also specializes in local and real estate economic development, financing, and fundraising. As a recognized trainer and capacity-building expert, he is proficient in dialogue management, future foresight, Total Quality Management (TQM), and ISO standards.

He has played a key role in developing and implementing programs to strengthen social cohesion and community security in Jordan, including the conceptualization and management of a national early warning system in collaboration with organizations such as the UNDP, as well as initiatives addressing the root causes of terrorism and extremism.
